Nothing in GCash’s own terms and conditions amounts to a blanket ban on gambling merchants; the closest thing is a general clause that bars pyramid and Ponzi schemes. GCash has reported blocking roughly 3,200 merchants that exploited its QR system to push users toward illegal gambling and scam sites, and it states separately that it has zero tolerance for illegal gambling operators. Merchants tied to illegal gambling and in-app gaming top-ups are the targets of all that restraint. Nowhere in it does a statement appear saying GCash is allowed to fund a licensed casino’s cashier, or saying it is not.
