E-sabong (online cockfighting) operations have been suspended nationwide since 2022, under Executive Order No. 9 signed on 28 December 2022 by President Marcos Jr. What remains is the cockpit, and at its centre is the ruweda. Here is what the word means, who the law names as working inside it, and where it sits among the sabong law pages.
What the ruweda is
The ruweda is the ring of a cockpit, the floor where the two fighting cocks are put to each other. The word comes from the Spanish for a wheel or circle, and Filipino cockpit speech uses it for that round arena. Presidential Decree No. 449 never uses the word, so its meaning rests on customary usage and not on a statutory definition.
The ring belongs to a licensed cockpit. Section 5(d) of the decree allows cockfighting only in licensed cockpits, on Sundays, legal holidays and during local fiestas for not more than three days, and the page on cockfighting in the Philippines sets out those days.
| Item | Source | What it says |
|---|---|---|
| The word ruweda | Customary usage | The ring where a fight is held |

Who the decree names around the ring
| Person | Word in the law | Role at the ruweda | Licence |
|---|---|---|---|
| Gaffer | Taga Tari, Section 4(d) | Arms the birds | Yearly, Section 7 |
| Referee | Sentenciador, Section 4(e) | Oversees gaffing, watches the fight, announces the result | Yearly, Section 7 |
| Bet taker or promoter | Section 4(c) | Calls and takes bets, pays won bets | Yearly, Section 7 |
| Bettor | Section 4(f) | Takes part in the fight with a bet | None named |
Section 7 states that only licensed gaffers, referees, bet takers or promoters shall officiate in all kinds of cockfighting the decree authorizes. Nothing else in the decree lists who may stand in the ring.
What the law leaves to the cockpit
Rules that vary are set by the cockpit and by the local ordinance of its city or municipality. Three you should ask about:
- Who is admitted to the ring floor.
- Where spectators and bettors sit.
- How the ring is laid out. The Local Government Code, Sections 447 and 458 of Republic Act No. 7160, gives the sangguniang bayan or panlungsod the power to authorize and license cockpits and regulate cockfighting.
Section 5(f) applies inside the whole premises: no gambling of any kind is permitted on the cockpit premises during cockfights beyond what the decree authorizes. Section 8 puts the owner, the manager and the violators of that rule under criminal liability.
Where the ruweda fits in a fight
- The birds are armed by the gaffer, as the gaffer page explains.
- The bet taker calls the sides, as the logro page explains.
- The birds are released into the ring, which is one soltada fight.
- The referee announces the winner, or declares a tie or no contest, under Section 4(e).
Ask the cockpit’s management for its house rules before you enter any ruweda area, and read the ordinance at the city or municipal hall.
FAQ
What is a ruweda?
In cockpit speech the ruweda is the ring where the fighting cocks are released and fought, from the Spanish word for a wheel or circle. PD 449 does not define it.
Who is allowed inside the ruweda?
The decree names the officials: licensed gaffers, referees and bet takers or promoters under Section 7. Anything else is set by the cockpit and its local ordinance.
Is the ruweda covered by the e-sabong suspension?
EO 9 does not suspend traditional cockfights authorized under existing laws. It suspends live-streaming outside the cockpit and online or off-cockpit wagering.
